The American Board of Certified Recruiters is a 501(c)(6) nonprofit professional standards body created to establish the first exam-based certification for the recruiting profession.

Our Founding

Why ABCR Was Founded

Recruiting is practiced by millions of professionals who influence careers, shape organizations, and drive economic outcomes. Yet unlike accounting, law, financial planning, or human resources, the recruiting profession has lacked a rigorous, exam-based credential to distinguish knowledgeable practitioners from those who are not.

Existing credentials in adjacent fields are either too narrow, too broad, or based on attendance and training hours rather than demonstrated knowledge. The recruiting profession deserves better.

ABCR was founded to fill this gap. We are building the CR (Certified Recruiter) designation on a foundation of psychometric rigor: a formal Job Task Analysis (JTA) to define what certified recruiters must know, a content-valid exam to measure that knowledge, and an independent governance structure to maintain the integrity of the credential over time.

We are building something that will outlast our founding—an institution with the credibility, independence, and standards to serve the profession for generations.

Structure

Organizational Structure

501(c)(6) Nonprofit

ABCR is organized as a 501(c)(6) nonprofit professional association, consistent with the organizational structure of similar credentialing bodies such as SHRM, PMI, and HRCI. This structure ensures independence from commercial interests and mission alignment to the profession.

Board Governance

ABCR is governed by an independent board of directors comprising practicing recruiting professionals, subject matter experts, and other stakeholders. The board establishes policy, maintains examination integrity, and ensures the long-term mission of the organization.

Examination Committee

An independent examination committee of credentialed subject matter experts oversees the development, maintenance, and psychometric integrity of all ABCR examinations. This committee operates according to established credentialing standards.

ABCR’s governance is guided by principles common to reputable credentialing organizations.

Independence: Governance is free from commercial conflicts of interest
Transparency: Policies, standards, and appeals processes are publicly documented
Psychometric rigor: All examinations are developed and validated according to established credentialing standards
Due process: Certificants have a right to fair procedures in all disciplinary matters
Recertification: Continuing education requirements ensure credentials reflect current practice

Jobseekers deserve to know that the recruiter representing them is qualified, ethical, and accountable to a professional standard. The CR and CRA designations give you that confidence.

Every certified recruiter is listed in the ABCR public registry. Before sharing your resume, salary history, or personal information with a recruiter, you’ll be able to verify their credential status, confirm they are bound by a formal Code of Ethics, and know that a professional board stands behind their conduct.

In an industry where scams, misrepresentation, and ghosting are widespread, certification creates a layer of trust and accountability that protects the people who need it most—candidates.

What Certification Means for You

Verified credentials: Look up any recruiter in the ABCR public registry to confirm their certification is active and in good standing
Ethical accountability: Certified recruiters are bound by a Code of Ethics that prohibits ghosting, misrepresentation, and discrimination
A place to report misconduct: If a certified recruiter violates the Code, you can file a complaint with the ABCR Ethics Committee
Demonstrated competence: Certified recruiters have passed a rigorous exam covering employment law, candidate rights, and professional standards
